However, the Gwangan Bridge toll arrears problem that is occurring right next to the site of this brilliant festival is shaking public order to its roots. According to the Busan Facilities Corporation, in the first half of this year alone, 50 habitual and large delinquents did not pay more than 13,000 tolls, and the total amount was confirmed to be close to 94 million won. In particular, one individual used the bridge without paying tolls as many as 554 times, showing extreme moral hazard.
