The origin of the incident dates back to the afternoon of the 10th. A worker who was sorting at the Southern Metropolitan Living Resource Recovery Center located in Songdo-dong, Yeonsu-gu, Incheon, discovered an object that appeared to be a human leg in a bag he had inadvertently picked up. At first, it was thought to be part of a mannequin, but when the bandage was removed, it was clearly human tissue. Upon receiving the report, the police immediately controlled the scene and began an investigation, and through identification by the National Institute of Forensic Science, it was officially confirmed that the object in question was a part of the body from below the left knee to the heel of the person. When discovered, it had decomposed to an advanced degree and turned black, indicating that a significant amount of time had passed since the incident.

The police defined this incident as a serious crime and took immediate action. Led by Bae Seok-hwan, Chief of Yeonsu Police Station, a large-scale investigation headquarters with a total of 64 members, including the Incheon Police Agency Metropolitan Crime Investigation Unit and Yeonsu Station Violence Team, is conducting a comprehensive investigation. To date, only the area below the knee has been found, and no additional body parts have been identified around the scene. The police are paying attention to the fact that the size of the foot found is small, approximately 210 to 220 mm. Based on this, we are leaving open the possibility that the victim was a woman or a young student. However, considering variables such as shrinkage during the body damage process, we are not determining the age group and are focusing on identifying the victim while keeping all possibilities open.

The investigation headquarters sent an emergency investigation cooperation letter to schools throughout Incheon to identify the victim. In particular, we are conducting a thorough investigation of students who are absent for long periods of time or those whose whereabouts are unknown, and are working closely with the Office of Education to closely compare the situations of students with unrecognized absences. To date, there have been no unusual reports from education authorities, but due to the cruelty of the incident and the possibility that the victim may be a minor, schools and the education community are extremely nervous and are closely monitoring the situation. Beyond simply checking for absentees, the police are making every effort to trace the discharge route by comprehensively analyzing CCTV from apartment complexes and shopping malls in the Yeonsu-gu and Jung-gu areas of Incheon where the waste was collected.

This incident clearly reveals the dark side of our society that it wants to hide. Workers at the recycling center had to face unexpected traces of death in the everyday trash, proving that there are still blind spots beyond the reach of the community's security system. Currently, the police are waiting for the results of the autopsy and precise genetic analysis from the National Forensic Service and are expanding the scope of their investigation to find decisive clues that will prove the connection to the crime. As the investigation is in its early stages, a cautious approach is required, but citizens are raising their voices of concern that a terrible violent crime targeting the socially disadvantaged may have occurred.
