The criminal cartel behind Telegram: a bizarre combination of drug smuggling and personal revenge
Written on: June 22, 2026 | Column by current affairs critic specializing in IT/media
Digital crimes hidden behind the anonymity of modern society are being revealed as a threat to our daily lives. Surprisingly, the two types of crimes caught up in the police's extensive crackdown network recently shared a common route called 'Vietnam' and a non-face-to-face platform called 'Telegram'. Some people dreamed of making a fortune by burying large sums of drugs in the mountains, while others made revenge by destroying other people's daily lives as their business model. How did they try to avoid the law, and why is the Republic of Korea the target of such elaborate crimes? From now on, we will use Telegram as a base to conduct an in-depth analysis of the ugly criminal ecosystem of those crossing the border and the results of the police in persistently tracking those behind it.
The drug smuggling case discovered by the drug crime investigation unit of the Incheon Police Agency is shocking due to the boldness of the method. Since the beginning of this year, they have imported as much as 20kg of drugs, including synthetic liquid marijuana, from Vietnam through international express delivery, and instead of distributing them immediately, they chose to disperse them and bury them in two hills in the metropolitan area. This is a kind of application of the 'drop' method, and in order to avoid being tracked by investigative agencies, the drug was not directly possessed, but was carefully taken out and sold in small quantities whenever necessary. The police used the so-called 'trap investigation' and 'backtracking' strategy to apprehend the person carrying the product by disguising himself as a buyer within Telegram. As a result, a total of 14 gang members were arrested and 13 kg of drugs worth approximately 1.3 billion won were confiscated. Currently, the police are putting all their efforts into international cooperation in the investigation, including issuing an Interpol red notice, to catch the person in charge who has fled abroad.
What has created a stir in the public eye at the same time as the drug crime is the true nature of the ‘private revenge agency’ organization. This crime, which first surfaced in MBN's report last February, instilled extreme fear in the victims by engaging in bizarre acts such as throwing sewage and excrement into other people's residences. The National Investigation Headquarters of the National Police Agency deployed metropolitan crime investigation units across the country to track 87 crimes over 10 months, resulting in the arrest of a total of 65 people, including the actual offender, and the arrest of 23 people. They received requests through Telegram channels, recruited action members, and used intelligent methods such as laundering criminal proceeds through cannon accounts and virtual assets. It went beyond simply resolving personal grudges and turned into an organized and systematic criminal business.
What is common in both cases is a refuge called ‘Vietnam’ and a criminal platform called ‘Telegram’. The person presumed to be the leader of the retaliation agency fled to Vietnam as the investigation network narrowed, but he enjoyed his life as a fugitive there and showed the audacity to order additional crimes. This is based on the mistaken belief that Korean police will not reach you if you live abroad, and the intention to continue committing crimes by relying on the strong security provided by Telegram. However, the police destroyed their bases one by one through advanced investigative techniques such as digital forensics, identifying the identity of Telegram operators, and persuading them to return home. In particular, the collaboration between the Incheon Police Agency and the Daegu Police Agency has had the visible effect of drastically reducing private retaliation cases by blocking the commercial channels of crime.
Another key point revealed through this investigation process is that the police's investigative capabilities are beginning to catch up with advanced crimes. The special reward of 10 million won paid to three drug investigators proves that the police are focusing on smart response that combines undercover investigation and information analysis beyond simple investigation. In addition, the police's principle of arresting and investigating all criminal clients sends a strong warning message to those who try to fall into the swamp of crime due to the temptation of "highly profitable part-time work." In a situation where advances in information and communication technology are being abused as a tool for crime, the police's tracking network is no longer confined to physical borders, but is cutting out the roots of crime across digital space.
■ Conclusion and analysis outlook
Those who were distributing drugs and violence in the vast anonymous sea called Telegram now stand before the court of law. Although some of the leaders have fled abroad and the investigation is ongoing, the police have made it clear that they will pursue them to the end through cooperation with Interpol. This incident has proven once again that crimes committed under the illusion of guaranteed anonymity are ultimately powerless in the face of the strict laws of the real world. Our society must now be alert to how deeply the criminal ecosystem through digital platforms has penetrated into our daily lives. Just as important as a thorough investigation are the surveillance and prevention efforts of civil society, which recognizes that participating in these crimes is not 'easy money' but a shortcut to 'irreversible destruction.'
