The incident started at a campaign site held near Guseo Interchange in Geumjeong-gu, Busan on April 27th. At the time, Candidate Jeong Lee-han's side claimed that the driver of the vehicle threw a drink while shouting, "Is the little guy coming to the market?" and that the impact caused Candidate Jeong to fall unconscious and be diagnosed with a concussion. At the time, Candidate Chung's return to campaigning from a hospital bed while wearing a neck brace was widely reported in the media and received great attention. However, from the beginning of the incident, questions about the situation at the scene were constantly raised within the community and investigative agencies. The core of the suspicion was that in a sudden attack situation, photography was taken instead of calling an ambulance, and that the person was transported to a hospital in a far away area from the accident site.

The police conducted an internal investigation privately considering the impact of the investigation during the election period, but began a full-scale compulsory investigation process immediately after the election ended. On June 4th, the Busan Geumjeong Police Station conducted a surprise search and seizure of Candidate Chung's election office and began to secure evidence in earnest. Currently, the police are investigating Candidate Chung on charges of obstruction of official duties by hierarchy, publication of false facts, and violation of the Public Official Election Act, and a man in his 30s who threw the drink at the time has also been booked as an accomplice in the crime. In particular, as even the National Intelligence Service conducted a separate investigation to confirm the authenticity of political terrorism, this incident is being treated as a serious matter that goes beyond a simple election crime and deceives the national system.

As the impact of the incident grew, the New Reform Party's Central Party and Busan area candidates immediately began to draw a line. The Central Party revealed that Candidate Chung had already submitted a notice of withdrawal from the party through the online system, emphasizing that the party was also a victim of this issue. In addition, we are maintaining our strong stance that we will take civil and criminal action as soon as the investigation of the truth is completed. Other candidates in the Busan area who ran the election with Candidate Jeong also expressed strong regrets in a joint statement, saying, "The suspicions in question are nothing more than former Candidate Jeong's personal deviation," and equated this issue with the activities of all candidates or party members. They stated that acts that undermine the electoral system, which is the foundation of democracy, can never be tolerated, and that all legal and political responsibility must be borne by the parties involved.

If the results of the police investigation are confirmed to be an ‘act of persecution,’ this will remain as a shameful record unprecedented in the history of Korean elections. There have been cases in the past where politicians were subjected to terrorism or were suspected of being self-made, but there are no cases that have been proven through investigation to have been planned. Candidate Chung made an appearance of being a big-time person by personally meeting the perpetrator and submitting a petition for leniency right after the incident, but it became difficult to avoid criticism that this was a calculated action to avoid the investigation or end the case early. Candidate Chung is currently out of contact, and now only the strict judgment of the law awaits him, who tried to engage in politics with the public's trust as a guarantee.
