In an era where localized heavy rain and unpredictable typhoons have become a daily occurrence due to climate change, Samcheok City defined this as a national disaster and made every effort to respond preemptively. The city designated the period from mid-May to October 15th as the natural disaster response period and established a thorough surveillance network through the 'Landslide Response Situation Room', which operates 24 hours a day. Rather than simply monitoring the situation, we are carrying out a close administration by deploying four members of the landslide prevention team to personally inspect vulnerable areas. We have already completed a full survey of 263 vulnerable areas and 35 shelters in the first half of the year, and we plan to introduce a more advanced management system based on the survey in the second half of the year. Sabang Dam is a key facility that protects life and property in the downstream area by fundamentally blocking the outflow of soil and driftwood during heavy rain. Beyond a simple civil engineering project, this is a strategic choice to offset the destructive power of a disaster in advance by expanding erosion control facilities tailored to the geographical characteristics. The city's pledge to complete construction before the rainy season can be said to be a good example of how quickly and precisely the administration must act in the face of natural disasters.

Meanwhile, with the inauguration of the 9th popularly elected term, Samcheok City began another huge task of improving the economic structure under a new municipal slogan, ‘Again the era of Samcheok.’ This slogan contains the will to restore the glory of Samcheok, which it once enjoyed as the economic center of the southern Gangwon region, and to stably inherit the policy stance of Mayor Park Sang-soo, who was re-elected. The three major policies of 'Strong Economy, Happy Citizens, and New Samcheok' are not just slogans, but present a concrete roadmap to implement performance-based responsible administration. This is interpreted as a strong message to revitalize the stagnant local economy and fundamentally strengthen the city's competitiveness by securing future growth engines.

A specific example of economic revitalization is the promotion of the agricultural processing industry. The recent opening of an agricultural product processing plant by the agricultural corporation 'Geumbi Ondam' became a signal for the creation of high added value using local specialties. This facility, with a total project cost of 500 million won, is expected to produce products that take advantage of regional characteristics, such as bellflower sikhye and magnolia crystal fruit, and provide a stable sales channel for farmers. By supporting the processing industry, Samcheok City is creating a virtuous cycle that increases the added value of agricultural products and guarantees the income of farmers. This harmonizes the defensive administration of disaster prevention with the active administration of revitalizing the local economy, and represents Samcheok City's complex strategy to bring about practical changes that citizens can feel in their daily lives.
